Handgun and Long Gun Transfers

We are happy to accept firearm transfers from all licensed FFL dealers. Before proceeding with a transfer, please review the following guidelines.

📌 All transfer requests and inquiries must be made in writing via email, web form, or text message.

    1. Purchase Your Firearm

• Buy your firearm from an online retailer or another FFL dealer. 

    2. Provide Our FFL to the Seller

• Instruct the seller to send the firearm to Cougar Run FFL and provide them with our email address for FFL verification: Jordan@cougarrunffl.com. 

    3. Wait for Firearm Arrival & Processing

• Firearms are processed within 24-48 hours of arrival, depending on delivery volumes.
• DO NOT follow tracking updates to determine when your firearm is ready. Tracking updates only indicate delivery, but additional processing time is required before the firearm is available for pickup. You will be contacted once it has been checked in and is ready for transfer. 

    4.  Schedule an Appointment

• Once processed, we will contact you to schedule a pickup.
• Same-day pickups may be available at no extra charge, pending appointment availability.

    5. Pick Up Your Firearm

• Bring a valid photo ID (must have your current physical address). Virginia law requires ID to have been issued >30 days prior to firearm transfer.
• Payment is due at pickup. We accept:

               Cash (no fee)

               Debit/Credit (3% processing fee applies)

• Long guns & Handguns - $30 per firearm
• Additional Firearms (Same Transaction) - $15 each
• Military Veterans, Active Duty, and LEOs - No fee for 2nd & 3rd firearm in the same transaction
• NICS Background Check - Included in transfer price for Virginia residents (additional $5 for Out-of-state long gun transfers)
• Denied Background Check Fee - $50 + return shipping & insurance costs

• Firearms must be picked up within 14 days of notification.
• After 14 days, a $20 per week storage fee applies.
• After 45 days, firearms will be considered abandoned property with no recourse or refund.
• If denied by NICS, the customer is responsible for a $50 processing fee, all return shipping costs, and any applicable storage fees. Firearm will not be released until all fees are paid.

🔹 Transfers must be picked up by the individual listed on the invoice/order. No exceptions for spouses, family members, or other third parties.

🔹 We do not accept transfers for non-U.S. citizens.

🔹 Purchasing a firearm for someone else (Straw Purchase) is illegal and will be reported to the ATF.

Cougar Run FFL facilitates NFA transfers for items such as suppressors, short-barreled rifles (SBRs), short-barreled shotguns (SBS), and other regulated firearms. As a service, we provide finger printing services to great re-usable, digital fingerprinting for the ATF. Before proceeding with an NFA transfer, please review the following policies.

***As of March 2025 -- we are seeing NFA transfers approved by the ATF in as little as 36 hours**

NFA Transfer (Suppressors, SBRs, SBS, etc.): $60 per item

NFA Trust Processing: $40 in addition to transfer fee (up to 3 trustees)

Additional Trustees (Beyond 3): $20 per additional trustee

Digital Fingerprinting Service (Reusable .EFT electronic file): $40

VCheck/NICS Background Check: Included in transfer fee

   1. Purchase Your NFA Item

• Ensure the seller is sending the NFA item to Cougar Run FFL as the receiving dealer.
• Have them email us for a copy of our FFL/SOT: Jordan@cougarrunffl.com.

   2. ATF Form Submission

• Once we receive the NFA item, we will initiate the Form 4 transfer to you.
• If you are filing as an individual, you will need:
  • Passport-style photo
  • Digital Fingerprinting
• If you are filing under a trust, you must provide:
  • A complete, signed copy of the trust
  • Responsible Person Questionnaire (Form 5320.23) for all listed trustees
  • Fingerprints and Passport-style photo for all listed trustees

   3. Wait for ATF Approval

• ATF Form 4 processing times vary.
• Once approved, we will contact you to schedule pickup.
• You must bring a valid photo ID that matches the name on the Form 4.

   4. Pickup & Finalization

• Once approved, you will complete the final paperwork and take possession of your NFA item.

• NFA items will not be released until ATF Form 4 is approved and all fees are paid in full.
• We do not accept NFA items from private individuals for transfer. The sender must be a licensed FFL/SOT holder.
• NFA storage fees: If not picked up within 30 days of approval, a $20 per week storage fee applies.
• Abandoned NFA items: After 45 days, items will be considered abandoned with no recourse or refund.
